As the plot opens up and speculation mounts around the missing helicopter, Tanner, back at Mi6 explains to 007 that it is suggested that Goldeneye is a space based weapons programme, apparently.
M disagrees, “Our statistical analysis suggested they had neither the finance nor technology, to implement it.”
After Tanner called her the; “Evil queen of numbers”, behind her back, she is perhaps understandably a little snippy. Asked whether the pictures were live she has one of her numerous digs at her international peers, “Unlike the American government, we prefer not to get our bad news from CNN”. Ouch.

Goldeneye is of course a device that placed in the appropriate place does indeed knock aircraft out of the air with its electric magnetic pulse weaponry via satellite above the earth’s surface.
A quick movie demonstration is afforded the viewer to show how powerful it would be in the wrong hands.
A bit like the decoders / encoders etc., of previous James Bond films, 007 is then set off on a race to retrieve it before the evil doers do their evil doings.
