Out for a leisurely ski to look at some pipe-lines, Elektra King and James Bond are having a lovely day on the slopes... 
Until the Parahawks show up, of course.
These hybrid vehicles appear with parachutes, so they would be part Paraglider or Parascender. They have skis, so operate on the snow like a Skidoo or Snowmobile.
The open cockpit enables the pilot to hurl grenades at 007 and steer one handed while firing a machine gun – it’s all just a bit or World War I fun.

A Parahawk generally consists of a frame that includes a motor, propeller, integrated seat harness and a cage around the propeller. It provides two attachment points for the risers of a paraglider wing that allows for flight from power. The aerial vehicles used in the film included a lightweight shell to make them look more like a proper vehicle.
Parahawks have a variety of names, including SkyChutes and Paramotors. A good UK based website to learn more about what is an aerial extreme sport, it is worth looking up Paramotors UK.
The vehicles from the movie were made by Blue Heron, a North American factory.
