As we get to see our hero on location far more than in any other Bond movie, this is quite obviously the best ever film in the franchise.
And what good would a Q Branch boss be in Mexico, without a fake Gaucho moustache and a yard broom with a communication device installed within its brush?
The fact that Major Boothroyd throws the Yard Brush away after one use would suggest he wasn’t too bothered about budgetary controls. Probably more than happy with his deception device on location - the moustache could have been grey though.

Covert Communication Device
We will plunge straight in here. Absolutely nothing like this will be required by the modern day spy. A Bluetooth mobile phone will do the job just fine. Many are very small and could be stuck on the back of a yard broom with some sticky tape!
