007 cleverly uses his telephone to call a number in the phone he confiscated from Dimitrios. Carlos answers in a crowd. Bond has his man.
Shortly afterwards we're in Miami International Airport for the launch of Sir Richard Branson's new aeroplane. 
The pursuit takes Carlos and 007 into the luggage hold and before too long Carlos is aware that a James Bond sized obstacle stands in his way. The schedule is a little less leisurely, but the plan remains the same.
A key chain with a small explosive device attached to the key fob is connected to the bottom of a fuel tanker. The device is set by Carlos' mobile phone.
The baddie vs goodie contest rages around the runways, but Bond averts the danger and everyone is safe.
Except Carlos of course. Who has been victim of the sneaky spy, who had somehow managed to detach the key fob from the tanker and attached it to his foe's belt. Not until a grinning Carlos sets the countdown on his phone does he learn of his fate.

There was of course another victim of the Miami International shenanigans - after Bond foiled the dastardly plot, Le Chiffre lost $101,206,600.
